erln8/reo3 build sync #1

I'd love for erln8/reo3 to work together in such a way that each erlang I build also builds a rebar3 release and has its bin script in erlang's bin/. the issue with using a relesae for rebar3 has been that they are erts dependent. but if the tool that builds erts also adds the rebar3 release that isn't an issue
