The PR https://github.com/erlware/relx/pull/655 reverted dependencies order, while the unit tests were not changed accordingly. This PR fixes unit tests and adds them to the CI pipeline

Regarding the failure in the extended bin script test I think we've seen this before... @lrascao wasn't this what recent failures were looking like?
