update names of start script commands and usage layout #780

Open to suggestions on the command names.

This partially conforms to the names used by Elixir's releases https://elixir-lang.org/getting-started/mix-otp/config-and-releases.html

But unlike their I did not rename foreground to start. I would but think it would be too confusing at this point after so many years of start working the way it did.
