Bump Relx CI versions #928

We're almost ready for 26 but let's add 25 first.

Not sure why the shelltest runner hangs in the OTP-22 version, we might have to drop in. 25 works and 26-rc1 also works (locally).

Actually maybe it does show the nodetool breakage we wanted to prevent? Not sure.
