this isn't posible on current or old windows most games or anything that uses dinput or xinput has to be connected before starting the game
I apologize but this statement just isnt true. Most games for pc back in early 2000s didnt have this feature. And the only games today that dont are poorly ported square enix titles or most team ninja games. Square enix has gotten better with this feature now. Team ninja still sucks. But all other pc games today have this feature as well as all emulators aside from stand alone desmume and vbam...
i use desmume,vbam,mednafen,zsnes,snes9x,hygan,dragon ball xenoverse,gta V,cemu,atelier ryza,skyrim,fallout 4,boku no hero and lot of games more but none of them works the way you claim,all the 5 thousand games i have have to be connected before starting the game otherwise joypad won't be detected is a problem within windows itself not a problem in the games remember windows is not a console like the switch or ps4. the feature is called hot plug and play but developers don't implement this feature since damage the hardware and windows is known for damaging the hardware
Snes9x is supposed to unless they botched it again because i was the person to get them to do it. It doesnt make sense for you to say a dragonball game doesnt do it for i believe that is a namco bandai game and they are usually on the top of their game. Those emus you named are old emus with stubborn devs. I use retroarch because of the additional features that surpass the standalones. And i know for a fact cemu has it. Your last paragraph is incorrect sir. I believe hotplugiing was added to 1.0. It wasnt in winmugen if i remember correctly. But afterplugging wasnt included. I use a ds4 w/ds4windows by ryochan in which i also beta test for.

I have 6tb off hdd space on my pc. All filled with games from the gfwl/steam era. Not a single game i have lacks the feature and if a game did lack it, it is a poor port and i chose to emulate it instead.
Not having this feature in a fighting game of all games is downright nonsensical. Imagine friends coming over to play w their own pads. Tsk tsk tsk. Dolphin also doesnt have it. Especially when nintendo focuses on accessibility, it just makes no sense not to have it. Dolphin doesnt have it because they dnt know how to add it but it does have hotplugging. Just not afterplugging.
Im also a mugen dev as well and i can tell ya, its very annoying not having it for mugen when im constantly turning it off and on to create things.
Ive had my current system since 2006. Not a single piece of damage or windows reinstall til this day. And im on win7u.

i was going to refer you to microsoft forums before but i abstained myself before since my comment was pretty clear and with abundant evidence,but you need to go to microsoft forum there they will explain you why is not possible and will never be,hot pluging or as you call it after pluging would be similar to conecting a GPU after you already started your pc it won't work it wasn't designed to work that way.
PC aren't consoles ,consoles are designed to allow conecting the joypad after you started the game because the usb port is always on with the same driver loaded all the time so no matter what you do is always conected,pc normally unload the driver,reset the id and this process need to be done is not always loaded and on memory ready,so go to microsoft forums and they will explain you why this can't be done and will advice you to upgrade your windows since a posible way to do what you are talking was implemented on windows 10.
if you are a mugen developer you should have a minimum understanding on how PC and consoles are different and how game work,and the only "fix" (not really since nothing is broken) is to simply keep the joypad on all the time
No I don't need an old article to know from experience and actual facts. Would you like me to waste my time making a video to show you? I take back what I said for Cemu. They are actually still working on it and I had to make an ahk script to not be abe to keep going into the option on every restart. But yeah, I can make that video real easy to show you that you're still in the ancient past lol. And no, I'm not upgrading anything when I currently have no issues. Btw, consoles from the wii and up do not keep the controllers on at all times. They turn off after inactivity lol. And yet if you turn them on, you can still play. You can also still play if you turn the controller on after the console has already been turned on. This guy. n64 and dreamcast just didn't have the feature because memory cards were in the controllers. And a disconnection would cause data corruption.
Would like to have the controllers be able to control mugen if you turn them on after mugen has already started. Currently controllers do no work under this circumstance. They only work if you already have them on before mugen is started.
