Display sent notices in corresponding channel or query buffer #600

Right now, as far as I can tell, Shout kind of just fires off /notices and doesn't show them anywhere. I propose that they be directed to the correct buffer (query or channel) and displayed there.

Welp, so much for searching before I posted. Should have made sure I searched everything, not just issues. -_-"
