AI is too computationally heavy #12

Even in the mid game it causes cpu spikes and stutters. Most of this is avoidable, and probably has all to do with taskqueues and taskqueuebehaviour. See all of taskqueuebehaviour's filters, and possibly CheckForMapControl. (We know this already, but I'm putting it down formally.)
