attack groups sometimes get stuck in a reconvene-spread-out loop #48

I'm not sure why, but sometimes they stop trying to go to any target, even if other attack groups have targets. The group will move themselves toward their center point, then move themselves to spread out from their center point, over and over.

attackhandler & attackerbehavoiur has changed too much recently for this to be relevant
