skill tree page shouldn't scroll #24

mentioned in #4 - the window around the skill tree should not scroll; feels double-scrollbar-y with zoom.

poeplanner and google maps are fine examples to copy. build summary could move to a separate tab - we'll need another tab for the automator (#16) later anyway. window size will need ports, I think - flags aren't enough due to resizes.

remaining issues before this is releasable:

[x] center on the area not covered by the sidebar, not the center of the screen
[x] max zoom-distance should be based on screen size: at max zoom-distance, the entire tree should be visible with a minimum of empty space around it
[x] center should be clamped based on current zoom, so you can't scroll too far into empty space. see b5e17dc40109e1ec877345464c0ebf9a974ed561
[x] Why is there a scrollbar for the skill tree on the right side? kill that.
