I read the last paragraph "A word about manufacturer provided tooling" - but I am not sure, if I understand the effect this has on throttled. My laptop was setup by our IT department, and it was originally installed with Windows. Then they installed RHEL 8. So it might well be that somebody has used "Dell Power Manager" before - but I can't tell and IT probably neither. Does this mean that throttled cannot override these settings and the only way to change this would be to install Windows again, run "Dell Power Manager", and choose an appropriate profile? Or is throttled able to override the settings made by "Dell Power Manager".
