Added word usage definitions #1

Pulled off word usage guidance from https://github.com/gaurav-nelson/retext-ibmstyleguide

I've included fixtures and other folders but haven't put anything in it.

Let me know what else is needed before we can merge this one. :octocat:

This looks like a good starting point. I'm going to merge it so that I can get the basic repo structure in place (Travis CI, etc.)
