"lead to" meaning "gave rise to" #43

(?:give|gave) rise to: lead to is the first substitution in Wordiness.yaml - shouldn't it be led to?

Given how long this has been here, I'm assuming I'm missing something as I'm new here, so I didn't want to just file a PR off the bat.. :)

After discussing this with someone else, "led to" only applies to "gave rise to." "give rise to" would still be "lead to".
