Add RedHat style #12

The RedHat style for Vale consists of language rules suitable for documentation in Open Source projects and mandatory for Red Hat products.

@jdkato I do not see the RedHat style, neither as base or supplementary on https://vale.sh/generator/ . Is it only a matter of time? need to wait another release? or a weekly build? or we need to provide more changes?

for instance, a missing meta.json in the zip file? https://github.com/errata-ai/packages#requirements Also, should it be listed on https://vale.sh/hub/ too?
