Sometimes, at a random moment in time, the up and down arrows begin to control the size of windows in PyCharm. "Up" maximizes the window. "Down" normalizes the window.
I found that this only happens when Switchy is running. And if Switchy is killed in the task manager, then this behavior disappears. Then Switchy can be turned on again and everything works fine. Until the bug reappears at some point.
After I discovered this bug with Shift+CapsLock [https://github.com/erryox/Switchy/issues/14], I ran some tests and found that that bug with Shift+CapsLock also triggers this bug in PyCharm.
