I just played a run on Tricky Key Item Rando where the Whirlpool HM was given out twice - once as the Pokégear Gift item, and again in its vanilla location for beating the Mahogany Rocket Base.
Looking at the spoiler the Rocket Base Whirlpool item was missing completely. Looking at the code, this seems to have been because the Rocket Base location is incorrect in the TrickyKeyItemRando mode - it's listed in the file as "Rocket Base Whirlpool", I think it should be listed as "Rocket Base Whirlpool HM".
