This seed was legitimately incompletable. Even with all possible Kanto badges, there was no way to get to either olivine or ecruteak. What setting/modifiers was this made with? I noticed that Squirtbottle was accessible if you could get to West Kanto, but I don't see the Pokegear, Radio Card, and Expansion Card in the spoiler log. I'm wondering if there is some strange interaction with those items not being in the pool anymore.

I was using the classic kir settings with the skip e4 modifier

Ok, I analyzed the log and I agree that it appears incompletable. It's difficult to narrow down exactly what happened in this ROM, but I can highlight a few potentials that we can look at.

Squirtbottle would have opened everything up, but it was in West Kanto. Could possibly be a problem with the Snorlax logic. Alternatively, the Machine Part was in North Johto, so there could be a problem with the Power Plant logic (since Power Plant is required for getting the Expansion Card in Classic KIR).
