I encounter the exact same problem with a very similar setup and can't find any other resource about it on the web.

If I can do something to help debug/fix the problem I'll gladly do it.
I've experienced the same problem under similar conditions. I fixed it by adding ".exe" to the various cmd calls in the function eclim#util#System in .vim/eclim/autoload/eclim/util.vim. In the line 1337 (not kidding) in the first place.

I tried setting up eclim 2.6 to use the msys2 version of vim 8 (I have Eclipse Neon installed as well). To test the setup, I ran
:PingEclim
which resulted in the following error:I believe the error has to do with line 170 in autoload/eclim.vim where an attempt to evaluate the above expression fails.
