Add exclusion of PIDs in a PIDSPEC

This patch adds an enhancement to allow you to say "^<pid>[-<pid>]" and exclude 
PIDs from a PIDSPEC.  It's useful because it's probably more likely to say 
"move all these PIDs except these" than to specify every PID to move.
