The CommunicationLibrary project has a docs.bzl file that offers rules for creation of documentation using sphinx and doxygen. Integrate these rules into the EmbeddedSystemsBuildScripts.

macros and rules for creating documentation via sphinx was added in 00a59ad2542ad6bf0663d50c9af24fe16f2f2c47.

I leave the issue open because of the following things:

documentation needs to be extended with an explanation on how to create a sphinx-archive in bazel
basic archive should be added to the BazelCProjectCreator
