add programmer constraint in all platforms #33

Some platforms do not contain a the constraint programmer, which makes them unable to flash with v1.0

Programmer constraints for ElasticNode v3 and Elastic Node v4 were added in Release 1.0.1. The remaining platforms do not need a programmer constraint, since they can be flashed with dfu-programmer instead of avrdude.
