Update workflows #92

This PR updates the actions used in the workflows to their latest version. This should remove the current errors and warning messages seen here.

@xuanxu The changes in your PR causes the ossar job to fail with this error:

Unable to resolve action `github/ossar-action@v2`, unable to find version `v2`

Any idea? Thanks

@maxime-esa Looks like version 2 is not released yet, this change will make the ossar job run again: https://github.com/esa/opengeode/pull/93
