What is the intended use of the schematron? Is it meant as a convenience for form creators (to assist with XML validation) or as a resource which should be implemented throughout the network of SDC actors (similar to how the schemas ought to be used)?

As far as I know, this hasn't quite yet been settled within the SDC Pilots workgroup.

Speaking personally, I would imagine that if the Schematron ends up with only assertions that correspond to complex / non-schema implementable validity requirements, then enforcing them would be a SHALL, in so much as schema-based content validation already is.
