No error alert for already added identifier #661

Actual Results

There is no alert/error message when try to add an identifier already added.

Expected results

The system should alert that "The selected Patient Identifier Type is already contained"

Steps to reproduce

Login -> Registration -> New Patient ->Add any identifier type -> Add the same identifier again
