Add <title> translation support #11

Since this is only one tag per html file, and will show up in bookmarks, I don't see an issue, and see a benefit for supporting data-translate (enabled by default like the other tags). I can duplicate the label handler and element and name them for title (it's tempting just to reuse label (or the base class TranslatingElement for both))

I think OpenMRS always sets the title to "OpenMRS" (we can investigate this more if it turns out to be important or we have lots of free time).
