Consider pulling up event optimization logic from lightblue impl to general routes #6

Tracking this externally because it is not hugely important at the moment.

Much of the event optimization logic is not implementation specific, so it'd be nice if that could be reused / tested once at a higher level.

This could be accomplished with #50
