Add and compile in Klein & Gomme's most up-to-date Fortran 90 codes #14

I need to think about this further. The reason for this is that K&G's latest code is in Fortran90 and requires both Lapack and Lapack95 to work. So maybe for the time being I will prefer not to implement this as it may make it more difficult to make the library accessible to a wider audience
