It would be a good idea to have an optional boolean field to denote that this is the first election to a ward/constituency since the boundaries have changed.
The main practical use for this would be if I was feeding the data into a system that automatically calculated changes in vote share, turnout, and the like from the previous election results. With the marker there the system could know not to bother doing the calculations when the two results are not directly comparable.
