Add setup and debian packaging #28

I added a setup script and debian packaging files. A test build in the opensesame-next PPA appears to work fine. It installs both the library and the OpenSesame plugins. I haven't tested the setup script on Windows yet, although it should work in principle.

Btw, I see now that there are still references to other software packages in the debian files. Technically it doesn't make a difference, but it does look a bit sloppy. Sorry.
