How to create alerts on Azure Cloud.

For example, when we are close to going over budget.

@matherrien92 that is for the Azure DevOps. Jonathan sent me the tutorial he used to create a budget in Azure Portal (https://docs.microsoft.com/en-us/azure/cost-management-billing/costs/tutorial-acm-create-budgets#configure-forecasted-budget-alerts) Does EWS have a subscription in Azure Portal? https://portal.azure.com/#settings/directory
