Allow two instances of transport information? #236

Some safety data sheets show two different sets of transportation information, eg. in case of metals that can be on the road in solid or molten form under different UN numbers. This seems to make sense as it avoids preparing different SDSs that are equal in every other aspect. Should SDScom allow just two instances of section 14? Or differentiate this otherwise? Or not do it at all (why, in this case)?

From today's Steering Committee: Participants think that different transport classifications usually would require different storage and PPE. Real-life examples?

From today's meeting: Unless real life example surface, the group is convinced that a different transport classification results from different hazards, thus would require a different GHS classification and SDS. Proposal declined.

Also, it is expected that many receiving system will not be able to process two classifications, thus implementation would become more complex.
