Integrate CLP changes from Regulation 2023/707 #261

Regulation (EU) 2023/707 introduced new hazard classes for PBT, PMT and Endocrine Disruptors (ED) which are not compliant with GHS - and thus undermining its Building Block principle, but that is another story.

This regulation was published on March 31 and came into force on April 19, 2023 (thus relevant for eSDScom 5.4 LTE). This classification criteria must be used not later than May 1, 2025 for substances.

Implemented into v5.4.2 and pulled over to 5.5.
