The most recent archived version of this page seems to be http://web.archive.org/web/20150906210929/http://colas.nahaboo.net/mouse-wheel-scroll/. Seeing that it was last modified in 2006, I'm guessing much of the information is outdated. I'd think scrolling has gotten to the point of "just works", even on Linux (save for "gesture" scrolling on some touchpad hardware). Maybe the Tcl/Tk bits it mentions are still useful though.
