Support multi-lingual diagnostics #169

It appears that the diagnostics element of ISO Schematron is not implemented.  
I hope to have multi-lingual error message, because epubcheck uses Schematron 
and RELAX NG and also because epubcheck users are publishers rather than 
programmers.

I am wondering if I should try to add that feature to iso-schematron.xsl    or if 
I should 
use Rick's implementation.  Comments are very welcome.
