Codecov causes CI to fail and it shouldn't #27

It looks like this line in ci.yml should keep code coverage from causing the CI to fail. Yet if you look at f425bf6 you will see that it in fact failed the CI. Any ideas, just when you get a sec? @mgrover1

Apparently it will appear to fail early but then later pass again and approve.
