Currently 90% implemented. Roadblocks: cors-proxy isn't redirecting my to local api server correctly (getting a 404) and we need to merge globus into production esgf-wget api that is running, this will nullify the former issue.

next step would be to somehow preemptively check which files have globus access so that it only shows the globus option in the downloads of those datasets, rather than all datasets.
