Globus url creation at dataset level #1

When we migrate an index, use the opportunity to create new Globus urls at the dataset level. Moreover, time to drop the file-level globus url as those are unnecessary for a transfer and not useful.

Except for CMIP5 legacy. That is a bit of a predicament because the variables were bundled, rolled up each modeling realm for a run/frequency..
