Add a favicon #29

Once we make one, it can be set in app.yaml handlers list like so:

- url: /favicon.ico
  static_files: application/static/img/favicon.ico
  upload: application/static/img/favicon.ico

Hmmm... should we have an iconic representation of "fandom" (what would that be? :D) or just do something stats-y? Are either of you inspired to try to design an icon?

Welllll, it was a rush job, but we now have a ratings pie chart favicon, so lets go with that for now.
