Figure out how to generate the identical PSF field in a separate config #7

How can we generate a star field image, and also another completely separate (MEDS) file holding galaxies, with both using the same spatially varying PSF?

We don't necessarily want them on the same image because we want to be able to study star-galaxy separation errors independently from other types of errors.

@mjarvis suggested we might need to generate the psf pattern separately and put in as static for both files
