dogma_attributes - En localisation inconsistency #1362

Bug

There are some en localisation issues in dogma_attributes.

All published dogma attribute display names are capitalised except for those below.

There are a number of other adjustments and inconsistencies with capitalisation (eg, some display names have every word capitalised, others don't). I will just address the following for now.

Note: This is not strictly an ESI bug, in fact, I don't think it is as it is present in the game. Please let me know the alternative place to raise this request.

Oh yea, if this is a bug in the SDE I'm pretty sure those should be reported via an actual bug report. Going to close given it's not related to ESI.
