expose character notes via ESI #238

I would like to be able to write an app that would synchronise my blocklist and notes about a character, across all of my characters.

I would therefore like to be able to both read and modify my characters' blocklists, and any notes my characters have recorded about another character.

(for clarity, this is the notes that you can add on a character info window, not the notebook window that contains multiple notes)

Character notes would be awesome. Read and write if remotely possible.

do we even know for sure if notes are client or server side?

Yep transfers between clients on separate PCs
