CrossMgr - adding memo creates a new race file name

Describe the bug If a memo is added to a race and published Crossmgr creates a new race using the memo string.

To Reproduce Steps to reproduce the behavior:

1. Add a memo
2. Publish as HTML or pdf.

Expected behavior A clear and concise description of what you expected to happen.

A new HTML and pdf based on the existing file name.
