3 years ago I just made another release which may have some fixes for you.
Make sure you are running CrossMgrVideo 3.0.29. Recently, there was a new feature added to allow setting the camera's "FOURCC". For most cameras, FOURCC=MJPG enables CrossMgrVideo to track high resolution at full frame rate (30 fps or more). Otherwise, the frame rate can be slow (15 fps or less).
Some cameras don't support FOURCC=MJPG, but there is no way for CrossMgrVideo to know (it works with all the cameras we could try). In this case, set FOURCC to blank. This let's the camera decide what format to send the photos. However, it may not be able to track at 30fps.

I have a Logitech HD 1080P USB Camera and it used to work with the CrossMgrVideo application. With the latest update v3.0.82-20211014144542, it does not work anymore. I've tried the other port options as well and not just the default Port 1. The camera works perfect with the available stock Logitech software.
