A builder for erlang pkg, not esl-erlang

The difference between the packages is that erlang does not install any additional utilities (more info).

We need to build these packages:

• esl-erlang (containing the complete installation: it includes the Erlang/OTP platform and all of its applications)
• erlang (frontend to a number of smaller packages)
• elixir
• MongooseIM

For following systems:

• Ubuntu LTS (for amd64 and arm64)
  • Xenial (16.04)
  • Bionic (18.04)
  • Focal (20.04)
  • Jammy (22.04)
  • Future releases (documentation how to add new systems for build)
• Debian (for amd64 and arm64)
  • Stretch (9)
  • Buster (10)
  • Bullseye (11)
  • Future releases (documentation how to add new systems for build)
• CentOS (amd64 and arm64)
  • 7
  • 8
• Rocky Linux (for amd64 and arm64)
  • Green Obsidian (8.6)
  • Blue Onyx (9.0)
  • Future releases (documentation how to add new systems for build)

There is need for documentation how to add new systems and releases for future updates.
