Quill breaks flagrow/upload #4

It is currently not possible (unless I'm doing something wrong) to have both Quill and flagrow/upload enabled at the same time. That is, you can enable them both in the admin panel, but Quill hides the button required for flagrow/upload.

This would be a great improvement for Quill, since uploading files/images is a great feature (as are all of Quill's features).

@balex I am currently still running Flarum beta 8, but when I am able to upgrade I will post here. I believe that a future update will bring Quill-like features to the default interface. If that hasn't happened yet, tbh my best bet is that we won't have Quill functionality with other plug ins until that happens.
