This will provide functionality to merge together various Tables/Data Requests and connect it so that one Rule has all information linked to a specific Data Request Variable.

Will close #18

This currently implements the same logic as in the Ruby tool.

There are two last things here that I would be happy for @siligam to look at:

[x] How to handle same variables with different requested frequency methods (mean vs instant)
[x] Removing hard-coded tables to exclude

Otherwise this is good to go and duplicates the Ruby logic. To what extent and how we use this is not yet decided.
