Allow an AMI Update Set to preserve the current status instead of forcing all to be Published/draft #179

What?

Sometimes a set of ADOs being updated has already (manually, etc) varying statuses. Some published, some unpublished. Current AMI update Process Queue Worker can not preserve the existing and will apply a generalized approach.
