Use updated version of the Workflow Moderation States we typically configure in our production Archipelago environments.

@alliomeria thanks for catching this one and fixing. Merging! Will have to run a quick install from zero just to be sure nothing breaks though bc chaos & potato chips + random chances of failure lurking around the corner of every release.
