This is needed for Machine learning/Vectors but also removes Solr start up warnings and uses newer Solr field types defined by Drupal's Solr Search API, still maintaining our custom vectors, OCR highlight and the correct (caffeine) Caching.
It also fixes a warning that appeared in 9.1 about the "suggester" component not finding where to store its index.
Additional this also adds the 1.4.0 theme to composer and lock so advanced search as a more "decent" look
Small fix on OAI driving results view to use a less restrictive lower/upper exposed date limit
