This is based on started @aksm work on #29 and #30. To make this happen we needed to move tobullseye and build from 6.0.0-snapshot. This is a first pass since Kakadu won't work on arm64 (only if Kakadu people decide to donate arm64 libraries...)
Tested live now on dev.dcmny.org and this fixes our bad combination or JP2 of too large sizes and different encodings and strange EXIFs
