Double encoded values in <button> elements #11

What is the issue?

Bootstrap barrio, our base bootstrap 4 theme, swaps HTML input elements for button elements. Sadly there is double encoding happening when outputting the attributes.value generating things like > to be displayed instead of a >

How to fix?

Took me a whole (gosh.. theming) but i got it. Pull coming this way

This problems appears more clearly in multi step webforms like in the Oral History Task Force Archipelago repository.
